Library Financial Officer

MAJOR DUTIES:
- Maintains current and accurate balance of the general ledger, analyzes accounts for the nature and accuracy of transactions and prepares and records journal entries.
- Maintains accounting records for all library funds; prepares financial statements and maintains schedules of cash and investments; processes paperwork and records of all transactions; prepares and files all reports and forms as required by the State of Georgia and the Internal Revenue Service.
- Posts all grant account transactions and requests reimbursements from federal and state agencies; maintains a schedule of all federal and state grants.
- Reconciles bank statements; collects, counts, records, and deposits daily cash receipts.
- Issues purchase orders, prepares checks for payment of approved invoices; maintains file of accounts payable, accounts receivable and paid accounts; prepares checks to vendors for mailing.
- Prepares quarterly and annual statements of revenue and expenditures for financial reports to local library boards and prepares special financial analysis, as requested; compiles data for annual report.
- Assist the Director/Assistant Director in preparation of all budget requests and presentations and assists in monitoring expenditures and revenues under current budget for library; assists external auditors by providing data needed to complete audits.
- Performs all payroll preparation activities including timesheet calculations, leave accrual and fringe benefits for all personnel and prepares required governmental reports including year end payroll reports and preparation and mailing of W 2s and G 2s; verifies all travel reimbursement expense forms; maintains records of personnel benefits.
- Performs other related duties as assigned by the Director/Assistant Director.


KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

- Thorough understanding of business practices and procedures as applied to local government. Knowledge of Generally Accepted Accounting Principles (GAAP) and relevant federal, state and local business tax codes, GPLS requirements, audit standards for state and local laws and ordinances requiring judgment, selection and interpretation in application.
- Has extensive knowledge of management, human resource management/personnel, and administrative practices, policies and procedures as necessary in the completion of daily responsibilities.
- Extensive knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
- Knowledge of changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental and human resource/personnel operations and activities.


- Able to assemble information and make written reports and documents in a concise, clear and effective manner.
- Has good organizational, management, human relations, and technical skills.
- Able to use independent judgement and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
- Ability to comprehend, interpret, and apply regulations, procedures, and related information.
- Mathematical ability to handle required calculations using statistical calculations.
- Knowledgeable and proficient with operations of computer and related software, the Internet, clerical techniques and modern office equipment including copiers fax and postage machines.
- Able to read, understand and interpret personnel and financial reports and related materials.
- Knowledgeable of all phases of library system operations, policies and procedures.
- Knowledge of basic accounting practices and business arithmetic.
- Skill in organizing work and creating, setting up, and maintaining accessible files.
- Ability to establish and maintain effective working relationships with other employees, the public, businesses and other groups involved in the Floyd and Polk County and Rome City government as they relate to the library system.
- Ability to write legibly.
- Knowledge of principles and practices of personnel administration.
- Ability to formulate financial plans and policies.

Qualifications MINIMUM QUALIFICATIONS: Bachelors Degree in Accounting (or related field) required with three to five years of accounting experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skill, and abilities for this job. Computer experience and keyboarding required.
