IT Program Manager

Provides project management and consultation for IT team members.

Manages daily activity and serves on a team providing Level 1 support, first call resolution, diagnostic, problem solving/ troubleshooting;
Coordinates the activities of staff, ensures that services, programs, Service Level Agreements, and projects are completed on time to quality standards.

Sets team schedules, service/project/program strategy, and priorities; identifies team member roles and responsibility.

Communicates upward and across team to include status, justification for variances, and recommendation for changes, technical information, and reports.

Plans, directs and coordinates agency activities in the field of Information Security.

Develops and enforces the organization's security policies and procedures, security awareness program, the information security portion of the business continuity and disaster recovery plans, and all industry and government compliance issues.

Provides vendor, contract and outsourcing management.

Develops, negotiates, and maintains GPLS IT department contracts for products and services; prepares final contract information; solicits and analyzes incoming product proposals; services assigned customers; interacts with departments to improve processes; measures contract effectiveness; compiles statistical reports.

Responsible for procurement, installation and life-cycle maintenance of IT hardware and software (PCs, peripherals, servers, networking equipment, operating systems and other software) including agency inventory maintenance and software license management.

Plans, directs and coordinates agency activities in the field of Information Security.

Develops and enforces the organization's security policies and procedures, security awareness program. the information security portion of the business continuity and disaster recovery plans, and all industry and government compliance issues.

Incorporates the design of and develops security procedures to allow the deployment, management, control updating of platform and user specific security policies on a diverse range of internal hardware platforms supporting various software operating systems.

In cooperation with the University System Office, local operations staff and key users, provides strategic, budgeting and disaster recovery/business continuity planning to offices and staff in multiple operating, business and functional units.

Monitors security compliance in accordance with BOR standards, policies and procedures.

Performs appropriate duties associated with IT project-based activities.

May direct the work of IT contractors, as needed.

Provides backup for Information Technology Director.

Participates in the identification, development and communication of new technology standards and best practices as appropriate.

Qualifications Required Qualifications:
EDUCATION AND EXPERIENCE REQUIRED:

Bachelors degree in Library or Information Science from an ALA accredited institution with over three years experience in library technology applications, or network support or technology manager position.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

Must have and maintain working knowledge of technology to include but not limited to network concepts, environment, and devices; client-server applications and infrastructure; large scale and distributed applications; hardware/software monitoring tools configuration, management, and application in a public library environment.

Experience with PINES system within the public library environment preferred.

Experience with Linux or other Unix-like operations systems.

Experience with Windows operating systems in both desktop and server environments.

Software development and life cycle skills and experience is preferred to include distribution, installation, and retirement.

Strong working knowledge of Project Management.

Excellent verbal and written communication skills required.

Interpersonal and supervisory skill and experience.

Desired Qualifications:
PREFERRED EDUCATION AND EXPERIENCE REQUIRED:

Master of Library or Information Science from an ALA accredited institution preferred.

Five years experience in library technology applications, or network support or technology manager position.

Public library experience preferred.
