Deputy State Librarian

Location: Georgia Public Library Service

Coordinates the activities of the statewide library initiatives and services for children, families, adults who work with children, facility construction, resource sharing and inter-agency services and dissemination of reference information to librarians.

Coordinates the activities of the statewide library program and services for blind and physically disabled persons.

Coordinates the activities of the statewide PINES services to libraries and Information Technology Services.

Coordinates the activities of the special research projects and GPLS training program to libraries throughout the state.

Assists with the preparation and maintenance of the state and federal funds budgets and ensures compliance with applicable regulations and procedures.

Coordinates and/or promotes activities with all libraries and works with these communities on joint projects.

Coordinates employee relations issues and personnel policies, practices and regulations area of supervision.

Oversees travel related plans and procedures, meetings and conferences.

Facilitates advice to internal and external customers on legal issues and assists management to meet the legal requirements of all programs within area of supervision.

Liaison with GPLS Administrative Services, Office of Information Technology Services and Public Relations Services.

Serves as the Acting State Librarian in the absence of the State Librarian.

Plans, develops, conducts and evaluates training and technical assistance in area of specialty for subordinates, internal and external customers.

Evaluates training and technical assistance and modifies as appropriate to ensure consistency and quality and that customer needs are met.

Coordinates special projects and programs. Serves on special task forces, study committees or other designated groups.

Assists with identifying legislative or policy changes.

Attends seminars, conferences, job-related training and other staff development training programs. May serve on committees and task forces.

Recommends appropriate objectives and program areas for training and technical assistance and promotes their use.

Maintains knowledge of current trends and development in the field and applies pertinent new knowledge to performance of responsibilities.

Coordinates special projects and programs. Serves on special task forces, study committees or other designated groups.

Provides and supports division leadership by actively participating as a management team member to establish and accomplish division goals and objectives.

Displays a high level of effort and commitment to performing work; operates effectively within the organizational structure; demonstrates trustworthiness and responsible behavior.

Supervisory Responsibilities:

Directly supervises Assistant State Librarian, agency Directors, and support staff members. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications Required Qualifications:
Master's Degree in Library Science from an accredited university and minimum of 10 years experience.

Desired Qualifications:
Extensive knowledge of departmental rules, regulations, procedures, and functions; Minimum of eight years of significant and progressively responsible library administrative experience and service to libraries. Evidence of professional involvement, state or public library experience, experience with major automation and construction projects, successful work with state and local officials. Knowledge and experience in working with state, federal and local funded entities. Considerable ability to interpret, develop and apply a broad understanding of rules, policies and procedures. Extensive experience supervising staff and providing staff development.

Must have a valid drivers license

Must be able to obtain a State of Georgia Librarian Certification within 3 months of hire date.
