Attorney General - Memorandum on Open Records Act

The Attorney General has issued a memorandum regarding the application of the Open Records Act.

This memo has implications for each of us within the University System regarding our timely response to Open Records requests.

School District Funding of Public Library Systems

See attached letter from Bryan Downs, of Wilson, Morton & Downs LLC. This documents his legal opinion that it is entirely permissible under Georgia law for school districts to provide annual funding to their local public library systems. He also provides suggested "Best Practices" for public libraries to consider in this matter.

Board of Education Funding Issues

Because of recent developments with Board of Education funding for may of our library systems, here are the documents and correspondence from Harben & Hartley, Paul Threlkeld (GCPL attorney), Union County Commissioner, and Dr. Veatch. David Singleton did a great memo regarding this as well, but I have been unable to locate it as I recently changed computers and it may have been inadvertently misplaced. He can probably supply it if needed.
